Spain Strengthens Its Commitment to Sustainability: New Requirements for 100% Recyclable Packaging Starting in 2025
Madrid, July 2025 — In line with the European Union’s circular economy goals, the Government of Spain has announced new regulatory measures that will directly impact the production, distribution, and marketing of packaging and containers. Starting in 2025, all packaging placed on the market must be 100% recyclable, reusable, or compostable.
This regulation is part of the development of the Law on Waste and Contaminated Soils for a Circular Economy, approved in 2022, which had already established restrictions on single-use plastics and promoted eco-design. The new Royal Decree, published this month in the Official State Gazette (BOE), takes things a step further by requiring companies to redesign their packaging to meet strict recyclability and traceability standards.
Key changes introduced by the new regulation:

Mandatory full recyclability: All packaging must be technically recyclable under the actual conditions of the Spanish waste management system.

Clear labeling and marking: New symbols and identification systems will help consumers separate waste properly.

Reuse targets: In certain sectors, such as logistics and distribution, reusable packaging with return systems will be encouraged.
These measures will affect manufacturers, packers, distributors, and retailers. The Ministry for the Ecological Transition has announced a new line of financial support to help SMEs adapt to the new rules.
